J.M. Coull recently began construction on a project totaling 97,000 s/f for JDL Castle Corp., a private development company based in Winston-Salem, North Carolina. The facility will be immediately leased to the National Oceanic and Atmospheric Administration (NOAA) for the Northeast Regional Office (NERO) of the National Marine Fisheries Services (NMFS). Construction is expected to be completed by the end of May, 2008.
The project, awarded to J.M. Coull in late May, will involve the new construction of two attached buildings: a four-story building totaling 86,000 s/f and a smaller 11,000 s/f annex building. The buildings will house office suites for fishery operations including Statistics; the Habitat Conservation and Restoration Department; and the Protected Resources Department.

Included in this two-building complex is a dense compilation of office suites serving many of the departments housed within NERO; a large meeting area and training room; the fishery museum and reception area / lobby; an exercise room with locker facilities; canoe storage space; walk-in coolers and freezers; and laboratories serving non-sea salt sulfate (NSS) research and seafood inspections. Penthouses on both roofs enclose the technically sensitive HVAC systems and mechanical equipment necessary to run this facility.

The architect,4240 Architecture Inc. based out of Chicago and Denver, was chosen specifically for their leadership in designing buildings that address the economics, social equity, and environmental sustainability of the project. ISO 9001 certified contractor Henneman Engineering, from Chicago was selected as themechanical, electrical and plumbing (MEP) engineer.
