Condyne Capital Partners and MGRE to deliver 201 office-to-mixed-use conversion apartments

Windsor, CT Condyne Capital Partners and MGRE have planned for the redevelopment of the former office property at 1 and 10 Targeting Center, into a mixed-use destination that will deliver 201 luxury apartment residences, new retail space, and a modern pedestrian-oriented environment.
The project will replace two obsolete office buildings with the ground-up construction of three multifamily residential buildings, a structured parking garage, and ancillary retail buildings totaling 6,555 s/f of street-level commercial space with three incoming tenants.
The redevelopment represents a major investment in Windsor’s future and reflects the continued transformation of underutilized suburban office properties into dynamic multifunctional communities that support economic growth, housing demand, and local businesses.
Designed by Maugel DeStefano Architects, Targeting Center will feature 201 carefully designed apartment homes with a mix of studio, one-bedroom, and two-bedroom layouts. Residences will include high-end finishes and modern conveniences such as quartz countertops, stainless steel appliances, kitchen islands with pendant lighting, in-unit washer and dryers, tiled shower surrounds, walk-in closets, linen storage, electronic key-fob access, and smart-home readiness.
The community will also incorporate upgraded landscaping, enhanced public spaces, and pedestrian-friendly improvements intended to create an active, walkable environment.
Strategically positioned near major transportation corridors and regional employment centers, the project is expected to strengthen Windsor by introducing much-needed housing inventory and activating a previously underperforming office site with new residential and commercial energy.
The project has received all necessary approvals, with construction slated to begin in fall 2026.
