$3.8 million Housing Development Incentive Program award advances Greystarts Whittenton Mills modular housing development

Taunton, MA Greystar has received a $3.8 million Housing Development Incentive Program (HDIP) award from the Massachusetts Executive Office of Housing and Livable Communities to support the redevelopment of 437 Whittenton St. Enabled through innovative modular construction, the long-vacant Whittenton Mills site will be transformed into a 390-unit apartment community set to become the largest modular residential project in Massachusetts.

HDIP is a state initiative that helps Gateway Cities such as Taunton develop market-rate housing while increasing residential growth and diversity of housing stock, supporting economic development, and promoting neighborhood stabilization. The program encourages new construction and the restoration of existing properties such as Whittenton Mills by providing funding to offset the cost of significant rehabilitation efforts.

Taunton’s Whittenton Mills was formerly the site of more than a dozen abandoned 19th century mill buildings across 42 acres and required extensive debris and environmental clean-up to prepare the site for redevelopment. Once completed, Whittenton Mills will feature 390 units spanning 10 buildings featuring a mix of one-, two-, and three-bedroom apartments. The development will also bring 1.5 acres of public green space, including a community garden, and retail opportunities to the neighborhood.

Whittenton Mills recently had its demolition ceremony in May 2026 and is expected to welcome residents to the project’s first building in spring 2027, with final delivery in fall 2027.

“HDIP helps close financing gaps on projects that can be difficult to build but have enormous impact for Gateway Cities,” said Housing and Livable Communities secretary Juana Matias. “These awards will support historic rehabilitation, downtown reinvestment and hundreds of new rental homes in communities that are stepping up to produce more housing.”

Greystar has developed over 2,000 units of housing in Massachusetts to date, including 1,905 units across five buildings in the Commercial Triangle of Everett, and recently broke ground on a 189-unit multifamily development at 100 West St. in Needham.
