M&R Development presents newest housing project, 172-unit Windham Village

Windham ME M&R Development, the multidisciplinary development company behind The Downs in Scarborough, today announces its newest housing project, Windham Village. Located in-town on Tandberg Trail, the 172 units are a combination of 1 and 2- bedroom apartments and condominiums that are for sale and lease. The buildings have on-site amenities including a gym, conference rooms, private workspaces, storage lockers, and a communal gathering space. 

“First-time homebuyers, young professionals, and downsizers are being priced out of Cumberland County, and this project serves that market and creates new opportunity,” said Dan Bacon, director of development at M&R Development. 

Amid Maine’s housing shortage, the lack of inventory has spiked prices, leaving much of the state’s workforce unable to buy a home, creating the ‘missing middle,’ which is often comprised of essential workers, young professionals, and retirees. Between 2020 and 2024, the median home price increased by 50%, while wages only increased by 33%. Windham Village is designed to deliver new opportunity to this sector of the market. 

“Windham has been working towards infrastructure improvements and regulatory reforms to allow for multi-family housing projects in town, which creates opportunity for young families, local employees, and seniors who want to live and work here,” said Tom Bartell, economic development director, town of Windham. “The positive professional relationship with the developer, municipal staff and utility leaders has been vital to the success of this project and will lead to future growth and vitality,” Bartell said.

M&R Development recently announced approval for The Dash in Freeport, which will deliver 51-housing units to the downtown village. The town says the area has experienced a steady decline in population, and in response, it adjusted zoning to enable multi-family housing development to rebuild the local economy and population.

“Towns and businesses need people to thrive,” Bacon said. “Each time we deliver a project, we let local zoning and the town’s comprehensive plan guide us. This ensures we are delivering what community wants and needs. Our team is very proud of both new projects in Windham and Freeport.”

Windham Village will deliver the first 36 units to market by the end of 2026 and will continue construction throughout 2027 to build the remaining 136 units. Windham Village homes are for sale now and apartment reservations will be coming soon. Windham marks M&R Development’s 28th housing project since 2015. The company has delivered over 1,340 housing units across Cumberland County.
