Portland, ME Stephen Smith has joined CORE as property manager for Biddeford’s Pepperell Mills campus and Josh Paquette has joined the firm as its new maintenance technician. The additions further solidify CORE’s ability to provide comprehensive in-house services while expanding its third-party management portfolio.

This strategic growth is part of CORE’s larger vision to set the standard for commercial real estate management by attracting top-tier talent and delivering unmatched service.

“We’re not just growing; we’re building a powerhouse,” said CORE president Josh Soley. “From brokerage to property management to in-house maintenance, we control every aspect of what we do, and we do it better than anyone else. That’s why clients trust us, and that’s why top professionals want to work with us.”

For Smith, stepping into the role of Property Manager at Pepperell Mills—an iconic entrepreneurial hub in Biddeford—was an opportunity to make a meaningful impact. With his background in facility management and small business ownership, Smith recognized the potential to enhance the experience for over 100 diverse tenants, from artisans to tech startups to brewers.

“CORE’s portfolio is remarkable, but what truly drew me in was the ability to shape a thriving business ecosystem,” said Smith. “There’s so much untapped potential here, and my goal is to unlock it. By fostering collaboration, increasing foot traffic, and amplifying the businesses that call this beautiful space home, we’re fueling an economic engine at the local level.”

CORE’s integrated approach means the ability to handle every aspect of property management in-house, from high-level strategy to the hands-on maintenance that keeps buildings running smoothly. As a Maintenance Technician, Josh Paquette connected with CORE’s philosophy of empowering every team member to excel.

“At CORE, you’re a professional trusted to do what you do best,” said Paquette. “This team values intelligence, initiative, and creativity. When you’re surrounded by that kind of energy, you don’t just work—you grow. And when the team grows, the company grows.”
