MA-RI-ME AI Chapter proud organizer of ATB Program - by Robert Maloney

Robert Maloney

The MA-RI-ME Chapter of the Appraisal Institute is the proud organizer of “Appraising for the Appel-late Tax Board – Expanding Your Scope of Work Services” to be held on May 3, 2023 at the Hilton Boston / Dedham Hotel.

As current president of the MA-RI-ME Chapter of the Appraisal Institute, I’ve been made aware that the number of appraisers experienced in preparing Fair Cash Value appraisals in compliance for use by the Massachusetts Appellate Tax Board is rapidly diminishing due in large part to retirements within our aging profession. The goal of the ATB program is to make our members aware of this form of valuation analysis and educate them on the differences between Market Value and Fair Cash Value methodologies. The program will educate our members on the trial preparation and expert testimony processes and present an opportunity for assessors, attorneys, and appraisers to network and meet directly with Massachusetts “ATB” officials. This program will enable attendees to potentially expand their scope of services and provide a networking opportunity with assessors and attorneys who require appraisal services.

The Appraisal Institute Chapter has coordinated this program with the Massachusetts Association of Assessing Officers (MAAO) and the Massachusetts Chapter of the International Association of As-sessing Officers (IAAO) as well as hearing officers at the Massachusetts Appellate Tax Board to create the program structure and content.

The Program’s panelists include a cross section of assessors, tax consultants, appraisers, and attor-neys as well as Steve Elliot, Commissioner at the Massachusetts Appellate Tax Board.

The May 3, 2023 program is also designed to be a networking event commencing with a luncheon, followed by two breaks during the panelist discussions, and ending with a cocktail reception. The program will be held within the Fairbanks Ballroom at the conveniently located Hilton Boston / Dedham Hotel at 25 Allied Drive immediately off Route 128.

Several appraisal firms, data service providers, and trade publications have signed on as Program Sponsors including CBRE–New England, Boston Appraisal & Consulting, LandVest, Valcre, Vision Government Solutions, and the NEREJ.

The Appraisal Institute is seeking ways to hold joint event programs with assessors, attorneys, and other professions enabling a cross section of real estate disciplines that provide networking oppor-tunities and educates our respective members of the broad spectrum of professions within our communities. These events also offer Program Sponsorship exposure opportunities that educate our respective members of the wide range of data services and other software systems available that may enhance their professional services.

On behalf of the MA-RI-ME Chapter of the Appraisal Institute, we look forward to seeing you at “Ap-praising for the Appellate Tax Board – Expanding Your Scope of Work Services” to be held on May 3, 2023 at the Hilton Boston / Dedham Hotel. Information on how to register for “Appraising for the Appellate Tax Board – Expanding Your Scope of Work Services” can be found on the MA-RI-ME Chap-ter of the Appraisal Institute website: https://ma-ri-me-appraisalinstitute.org.

Over the past several weeks, I have completed appraisal assignments for private clients. Interestingly, after submitting these appraisals, I received several phone calls – not to question the value, content, or any incorrect information, but rather to discuss the price per s/f compared to the comparable sales used in the report.
